ZONING BOARD OF THE TOWNSHIP OF BLOOMFIELD Meeting Minutes for November 6, 2025 The meeting was called to order by Chairman Michalski at 7:02PM. Chairman Michalski read the Open Public Meetings Act statement. The meeting was held via Zoom, recorded and made available for viewing on the Township website and WBMA-TV. Roll call: The following members were present: Chairman Michalski, Mr. Balnicki, Mr. Santasieri, Mr. Johnson, Mr. Bangs, Ms. Brown, Mr. Perez, Mr. LaQuaglia and Ms. Sun. The following members were absent: Mr. Wangner, and Mr. Marks-Small. Board consultants present: Anthony Marucci, board engineer and Michael Rubin, board attorney. 1. Communications: None 2. Minutes: 10/30/25 – a motion was made by Mr. Santasieri, seconded by Mr. Balnicki to approve the 10/30 minutes. All members present voted to approve. 3. Resolutions: None 4. New Business: A. 42 Ridge Avenue Block 724, Lot 25 Zone: R-1B Applicant/Owner: Jamie Martinez Application: seeking class C bulk variance relief for maximum shed size and height, rear yard setback and any such other relief from the Zoning Ordinance of the Township of Bloomfield to retain an already installed 12 X 11 shed in the rear yard exceeding the allowable height and setback in the R￾1B zone. NOTE: this work was done without a permit. Testimony was provided by Ms. Martinez and Mr. Marucci. Public comments/questions – there were none. Board discussion included setbacks, shed height, previous shed, skylight, overhead doors, no utilities, platform, above ground pool, conforming and non-conforming, neighbor’s garage and relocation of the shed. A motion was made by Mr. Santasieri, seconded by Mr. Bangs to approve the application with conditions. Six regular members Chairman Michalski, Mr. Balnicki, Mr. Bangs, Mr. Johnson, Ms. Brown and Mr. Santasieri voted to approve. One alternate member, Mr. Perez voted to approve.� B. 166 Thomas Street Block 223, Lot 6 Zone: R-1B Applicant/Owner: Vincent Henry Application: seeking class C bulk variance relief for maximum size and height of accessory building, fence height and any such other relief from the Zoning Ordinance of the Township of Bloomfield to remove the existing shed in the rear yard, replace with a new shed [8 feet deep by 16 feet wide] and 8 feet-10 inches high and install a six (6) feet high fence along the rear property line on top of a two (2) feet high cinder block wall (in the alternative, install an eight (8) feet high privacy fence) in the R-1B zone. Testimony was provided by Mr. Henry and Mr. Marucci. Public comments/questions – there were none. Board discussion included custom made shed, chicken wire fence, existing shed, existing fences, lack of garage, shed dimensions, fence type, cinder block wall, 6 foot fence, 8 foot fence, closed fence, neighbor’s overgrowth, property line, northern side, westerly side, fence on fence, rear and side yard setbacks, accessory building drainage, design standards, design waiver, field stakes, property depth, compromise, shed bulk and thoughtful presentation. A motion was made by Mr. Bangs, seconded by Mr. Santasieri to approve the application with conditions. Five regular members Chairman Michalski, Mr. Bangs, Mr. Johnson, Ms. Brown and Mr. Santasieri voted to approve. One alternate member, Mr. Perez voted to approve. One regular member Mr. Balnicki voted to deny. C. 24 Spring Street Block 665, Lot 7 Zone: R-2B Applicant/Owner: Stefano Polo Application: seeking a Class C Bulk variance and any such other relief from the Zoning Ordinance of the Township of Bloomfield to install a 6 foot fence along the northerly side of the existing dwelling , continuing around the rear of the property and also along the Cottage Place frontage in the R-2B zone. Testimony was provided by Mr. Polo and Mr. Marucci. Public comments/questions – there were none. Board discussion included corner lot, 6 foot closed fence, abandoned driveway, pavers, hardship with the land, survey with markups, 4 foot gates, gate access to the garage, abandoned driveway and garage, no curb cut, front yard fence type, rear borderline, driveway sight line, neighbor’s fence, buffering, new driveway, additional off street parking, front yard parking, pre-existing, non￾conforming, and widening the remaining driveway. A motion was made by Ms. Brown, seconded by Mr. Johnson to approve the application with � conditions. Six regular members Chairman Michalski, Mr. Balnicki, Mr. Bangs, Mr. Johnson, Ms. Brown and Mr. Santasieri voted to approve. One alternate member, Mr. Perez voted to approve. 7. Adjournment – a motion was made by Ms. Brown, seconded by Mr. Perez to adjourn the meeting at 10:15pm. All members present voted to adjourn.
