They have also participated in various Explore events as well as received Explore promotion of their independent events including their bagel tasting contest at Town Hall Plaza BOARD CHAIR REPORT - Jockie Licberberg a. No Report Scheduled Announced that Amanda Dean has resigned as Exploreâ Director of Marketing and Events to take a new position with the Montclair Center BID as their Assistant Director. âThe board commented on their support of this promotion within the BID world and thanked her for her dedication to Explore. TREASURER'S REPORT Stephen Winer a. Expenses through August 31, 2025 (Attachment 4) Bank Balance as of August 31 was 121,550. Special Assessment is almost totally collected with one property owner in arrears. Estimated balance is +/- $137,000 but there is additional funding due to Explore from the Township b. Sponsor Income Report (Attachment 5) Sponsorship is very strong this year with an expectation of $40,000 - $45,000 in the final tally. Town Hall Plaza was the sponsorship generating event. c. Banking Services Solicitation Letter (Attachment 6) The Board has requested that the Executive Director release a letter to all banks within the SID to solicit banking services for 2026. This i simply an exploratory process to determine if there are better interest rates available. No commitments have been discussed or made as of this meeting. TOWNSHIP COMMITTEE REPORT ~ Committeeman Ben Stoller a. Town Hall Plaza Recap S. Grillo presented for B. Stoller. Town Hall Plaza was a success for this year. Music was âgenerally always well attended as was the kids glow party and the Mamas and Minis event. Looking forward, there may be changes to scheduling especially for events in August. Promotional materials including signage in the Plaza was very strong. BUSINESS ADMINISTRATOR'S REPORT = Timothy Hoffman b. No Report Scheduled No formal report. J. Lieberberg asked questions about the timing of Town Hall Plaza construction which has been delayed into 2026. Remediation should be completed by the end of October: ATTORNEY'S REPORT ~ Tom Slattery, Esq. a. Main Street Transformation Grant MOU with Township. The resolution to approve the MOU was adopted on September 2 by the Township Committee. This is the mechanism for the Township to receive funds from Explore for the Millburn Avenue sidewalk improvements. b. Bear Properties | & ll Case Decision In August, the plaintiffs received oral decisions from the judge on both cases. In Bear Properties |, the judge found that the SID ordinance is not flawed, plaintiffs could not rebut the validity of the law and there was no conflict of interest for Tara Prupis. Bear Properties Il all four counts against Explore were dismissed without prejudice. A formal order has not been submitted by the judge. .. Perri rso Civil Rights Violations Complaint Against Multiple Parties inc. S. Grillo Ms. Urso submitted a civil rights complaint regarding social media posts concerning the litigation. Mr. Slattery does not believe there i a reason for concern but will stay involved. EXECUTIVE DIRECTOR REPORT - Steve Grillo New Openings: 21 total year-to-date, including 6 since the last meeting: Pop Blossom Studio (early childhood art and education) ~ former Green Door Studio space, âGather (home décor and antiques), CMM Interiors (interior design, co-located with Gather) and Beyond Young Academy (tutoring/education, new event sponsor) Closures: 14 year-to-date (net positive of 7 businesses). Recent closures include AT&T on Morris Turnpike, Sugar Bear, and YN Vision (replaced by Gather). Upcoming/Open Soon: 8 businesses under construction or review, including CKatzFitness, Enzo Custom Suits, and Peel'd Juice Bar (opening expected within 10 days). Upper Millburn Avenue Block Party Review - Event Date: July 26. Attendance: Over 1,000 attendees. Business Participation: Nearly 50 local businesses. Sponsor Acknowledgment: Garden Homes. Outcome: Successful community engagement as part of larger strategy to draw residents to Upper Millburn Avenue. Note: Future strategy wil shift focus from large events to shopping-driven initiatives. Upcoming Events - Halloween Trick-or-Treat Stroll on Friday, October 31 from 2:30 PM â 6:30 PM and be a Downtown loop. Highlights: Expanded activity zones, introduction of âAdult Trick or Treatâ promotions. Call for Volunteers: Participation requested from board members and community stakeholders. §'More Shopping (formerly Winter Village) on December 6 & December 13 from 3PM - 7PM at Town Hall Plaza. New Initiatives: On-site activities and online merchant shopping campaign titled âIts Cold ~ Shop from Homeâ Marketing & Shop Local Initiatives - Two campaigns completed since last meeting - Town Hall Plaza shopping promotions linked to ive music events and Back-to-School campaign promoting businesses by category. Upcoming campaign: Multilingual video testimonial featuring 14 business owners in English, Spanish, Chinese, Korean, American âSign Language, and others. Grants & Strategic Projects - Essex County 2026 Public Art Grant. Applied for $10,000 to develop a five-year public art master plan. Decision expected in November Township Ordinance Review - Collaboration with Business Administrator and Township Planner on Abandoned Properties and Signage ordinances. Goal: Encourage reactivation of vacant properties and streamline signage approval for businesses Main Street Transformation Plan - Ongoing coordination with Township officials on brick sidewalk replacement project (Millburn Avenue, Main to Lackawanna). Progress dependent on the delayed Taylor Park entranceway project. 2026 Draft Budget This session served as a public budget workshop for review and feedback on the proposed 2026 budget developed by the Executive Committee and Executive Director over the summer. No formal action was taken during this meeting. Feedback will be reviewed, and any necessary adjustments will be incorporated prior to the final vote at the Annual Meeting on October 23. Projected timeline for adoption is as follows - October 23: Final vote by the Board at Annual Meeting. November 12: Budget introduced to the Township Committee; formal presentation by the Executive Director and Executive Committee. December 16: Final Township Committee vote. Total Projected Revenue (2026): $436,191 - An increase of $41,000 over the 2025 âapproved. Total Spendable Budget after $20,000 contingency: $416,191 Budget Composition: 61% Special Assessment, 28% Township Funding and 11% Sponsorships/Grants Assessment Rate: Proposed rate of 0.000971%, a 14.5% increase from 2025. Average impact per property: +$217 annually ($18/month) Expenses Overview Staff Compensation â $197,816 (47.5% of budget). Decrease of $6,500 from 2025. Executive Director salary: $114,316 (contractual increase). Director of Marketing & Events to be filled at $63,500 (lower salary level). Reduction in Marketing Assistant staffing from two positions to one. Non-Staff Operations $39,900 (9.5% of budget). Increase of $5,758. Includes legal and audit services, technology, website redesign and hosting ($3,500), and memberships (e.g, Main Street America). Increase primarily due to expansion of the website as a customer-facing service. Programs and Services ~ $178,191 (43% of budget) - Increase of $36,345. Major Allocations include Events & Marketing: $46,500 (includes $22,500 sponsorships and new digital marketing grant with Paper Mill Playhouse), World Cup Activities: $40,000 ($10,000 sponsorship included), Streetscape & Plantings: $29,000, Street Cleaning Expansion: $25,000 (Township-funded), New Business Support Program: $20,000 (strategic partnerships, micro-grants, growth-focused initiatives) Strategic Program Direction - The Executive Director outlined a strategic shift in event planning and transitioning from large-scale community events to smaller, targeted initiatives focused on driving direct local spending. Increased emphasis on digital marketing campaigns to promote businesses, amplify seasonal offerings, and generate shopping urgency. Goal: measurable economic impact and enhanced support for local businesses. âGENERAL PUBLIC COMMENTS Jeffery Feld, Resident Mr. Feld is the attomey for the plaintiff in the Bear Properties cases. All three transcripts ofthe cases have been provided to the SID attorney. Noted that the judge did not rule if Tara Prupis has a conflict of interest or not. Continued to promote false narratives about street closing approvals and fire hydrant permit use on Upper Millburn Avenue (see T. Hoffman response below). The Business Administrator has explained that his interpretation is not correct at multiple meetings. Asked about businesses not getting permits after the inital year requirement and stepping up enforcement. Vicky Powell, Business Owner âAgreed with Mr. Feld about business owner parking permit requirements. Expressed concern over Amanda Dean's departure prior to the holiday season and hopes that a replacement can be found quickly. Expressed concern over the RFP for banking services and endorsed Erica Russo of M&T Bank. Perri Urso, Business Owner Ms. Urso i the plaintiff in the Bear Properties cases. Spoke on the draft budget and concerns over an increase. Referenced her Civil Rights violation submission. RESPONSE TO PUBLIC COMMENT & OPEN DISCUSSION S. Winer & J. Lieberberg responded to V. Powells questions on the banking RFP and stated that no decisions have been made and Explore is gathering information which will be assessed. S. Grillo and T. Hoffman responded to the question over parking passes. Meter feeding needs to be addressed via ordinance and there needs to be incentives to promote parking in the parking deck. T. Hoffman addressed Mr. Feld's comments regarding Upper Millburn Avenueâs closure referencing comments from the Business.
