September 25, 2025 Public Session (Attachment 1) Motion - A. Clark, Second - S. Winer - Approved Unanimously BOARD CHAIR REPORT - Jackie Lieberberg a. No Report Scheduled Commented on attending the Downtown New Jersey Annual Conference in Flemington, NJ. Found the meeting very informative and well attended. Focus was on experiential retail and diverse retail uses. Major takeaway is that Flemingtonâs BID budget is $362,000 with only 4,900 residents compared to Millburnâs budget TREASURERâS REPORT â Stephen Winer a. Expenses through September 30, 2025 (Attachment 2) Bank balance as of September 30 was $99,672. Estimated balance remaining to spend for the rest of the year is $107,000 which exceeds the balance but EMSH is owed additional funds from various entities and there will be savings from the departure of Amanda Dean. All is on track for year-end. b. Sponsor Income Report (Attachment 3) EMSH has surpassed the $35,000 goal for sponsorship. Currently committed for $40,000 and expecting more to come in for Winter Villages event. TOWNSHIP COMMITTEE REPORT â Committeeman Ben Stoller a. No Report Scheduled Reported on the status of the Township Committee moving forward with amendments to the Abandoned Properties ordinance in hopes of activating commercial spaces (as well as residential). S. Grillo noted that he worked with A. McDonald on this ordinance and recognized the partnership between EMSH and the Township� BUSINESS ADMINISTRATORâS REPORT â Timothy Hoffman b. No Report Scheduled ATTORNEYâS REPORT â Tom Slattery, Esq. a. No Report Scheduled Bear Properties II case has begun to receive uploads of decisions from Judge Spencer. Appeals deadlines will begin to accrue. EXECUTIVE DIRECTOR REPORT â Steve Grillo a. New Businesses/Closed Businesses Five businesses have opened since the last meeting. Enzo Custom Suits and CKatzFitGym - both on Upper Millburn Avenue. Multiple locations are under construction or under review. Including a pilates studio at the former Professional Audio Consultants (current owner of SWTHouse), Common Lot has a new restaurant tenant (Indian cuisine), menâs barbershop at former Kubick and Kubick. +/- 8 businesses under development b. Marketing & Events i. Halloween Trick or Treat - October 31, 2:30PM - 6:30PM in Downtown Full schedule of events for the day. Multiple prizes from local businesses, pumpkin patch, DJs, games etc. ii. SâMore Shopping - December 6 & 13, 3PM - 7PM at Town Hall Plaza Continuing the popular Winter Villages event. Creating more incentives for spending local and other marketing programs 2026 DRAFT BUDGET â Steve Grillo a. Q2 & Q3 Key Performance Indicators (In Budget Report) b. Budget Presentation (Attachment 4) i. November 12 - Budget Introduction/Presentation to Township Committee ii. December 16 - Final Reading, Public Comment and Adoption Made presentation that was very similar to that from the September meeting workshop. Only significant change to the budget was the removal of the $20,000 Economic Development fund for businesses. This was removed in order to bring the assessment to a modest increase of $6,400. Motion to advance to the Township Committee made by R. Wasserman, Second by S. Winer, Approved Unanimously GENERAL PUBLIC COMMENTS Perri Urso - Business Owner/Property Owner - Asked in the comments submitted by her attorney in the Bear Properties cases, Jeffery Feld, were distributed to board. S. Grillo and T. Slattery responded that we have no obligation to do so. Instead, they will be incorporated with the published minutes as per instructions that are read at all meetings.
