We pulled the first winner last week and. will do another after New Years. © Santa's Mailbox - We have installed a mailbox at the corner of Essex Street and Main Street (clocktower). Every time someone shops in a local store, they can take a branded envelope from a store or other pick up locations and be entered to win a $50 gift cord. We have collected 77 already and pulled the frst three winners. Each envelope has the person's name, email and phone number so we can build our distribution list. We will also track total spending at the end of the contest and present at the January meeting. 2026 Holiday Lighting and Winter Plantings This year, we and the township received a number of complaints about the amount and. quality of the holiday lighting and decor around town. While the town did hire a vendor that we vetted last year and installed lighting on the Downtown street poles, the. clocktower area and the Taylor Park gazebo - more can be done. «The installer and DPW have run into number of electrical issues which need to be addressed and next year, Mr. McDonald has assured us that an ad-hoc committee will be established to plan for holiday decor. Explore will lead that effort with input from residents and business owners. The same goes for winter plantings which can be very difficult to maintain in cold weather but we will work on a plan for that as well. o B Stoller offered to assist with JCP&L issues related to light poles once the Holiday Decor Committee makes recommendations New Businesses/Closed Businesses © We are currently at the lowest commercial vacancy rate since we began tracking in mid-2020- at just 3.27%. «Three businesses have opened since our last meeting - Scheier Dental Group in the Wyoming Business Center, Tanboga Rugs on Farley Place and LG Speech Therapy ina second floor office downtown. Asa note, last month Mariachi closed and was replaced by Guacamole which is now fully open. Also, Short Hills Club Pilates was recently approved to occupy the vacant space directly next to their space on Morris Turnpike to enlarge their footprint. We have a number of properties coming online in January and February including I-Scream House Ice Cream, Peel'd Juice Bar and Craft and Mill Barber House. Delli Dill Millburn at the former Common Lot is going through the approval process as is STRONG Pilates owned by the owner of SweatHouse and a new Compass Real Estate office above Millburn Indoor Golf. Finally, | have been working with the new owner operator of S65 Millburn Avenue - the former bridal store - which is going to be opening as a kitchen and bath showroom in summer 2026. TwoCents «spoke with representatives from the Montclair Center BID and South Orange Downtown as well as Greg -the owner of Jack's in Short Hills and Montclair Jack's Montclair finds the program very useful and the two BIDs both said that they think itis an excellent tool - albeit somewhat too new to give a quantitative report. They said the team is very engaged with the businesses and very responsive to requests for assistance. Overall the concept has been very well received by shoppers who do not want to make comments in public forums. Board instructed s. (During the last year, the township email addresses of all appointed SID board members were fbi Please be advised that subsequent to your last Nov meeting, the local governing body held a Dec. 2, 2025 new business discussion about modifying the contested Aug. 11, 2020 superseding and appointing 5 district SID ordinance to include tiered special assessments. The TC did not discuss restructuring the SID approved By Law committees to reflect the requirements of the Main Street NJ and Main Street USA programs as set forth in tonight's proposed SID meeting minutes. Based upon this Dec. 2, 2025 TC new business discussion, | advised Judge Spencer of this âmaterialâ development and requested an administrative stay pending the TC's Jan 6, 2026 reorganization and introduction of an amending ordinance. Consequently, other than the SID related BP consent order, no other BP | or BP Il order has been entered. The township objected to my administrative stay request. A copy of these "filed" communications as well as the Oct 29, 2025 hearing transcript have been provided to Mr. Grillo, Attorney Slattery and Mr. Stoller. On Tuesday Dec. 16, 2025, the local governing body after holding a public hearing approved the SID's CY 2026 Budget. On information and belief, the local governing body received written opposition from non-Urso related Upper Millburn Avenue Property Owners. The TC declined to disclose the identity of these additional objectors. Several residents spoke in opposition to the CY 2026 Budget, the un-tiered special assessment and the quality of the professional marketing services provided by the SID's outside consultants. There were several factual disputes. There was a disagreement as to whether the SID's attorney's. annual contract included the BP related litigation. | advised the TC that in May 2021 that the former SID chair confirmed that the annual retainer excluded the BP | litigation. BP Il was commenced in March 2026. Accordingly, the CY 2025 contract excluded this "new" litigation. | and others questioned the reasonableness of this annual retainer and the inability to obtain time summaries justifying the professional services provided for this public entity contractual sum. Earlier this year, the local governing body agreed to and paid a limited and capped CY 2025 BP Il litigation reimbursement. A dispute exists whether all taxpayers were provided reasonable due process notice of the perpetual 50% funding of the SIDâs Executive Director's Salary. Adispute exists over who authorized certain August 19 and August 20, 2025 BP related social media postings and press releases. Atthe end of the Dec. 16, 2025 TC meeting, the TC offered to meet with the Ursos and their attorney (me) to discuss the two BP related meetings. My clients accepted that offer. We are in the midst of scheduling an in-person face to face meeting for the third week of January 2026.
