March 3, 2026 Millburn Township Committee Special Meeting Minutes 1 Minutes of the Special Meeting of the Township Committee of the Township of Millburn, in Essex County, New Jersey, held at the Millburn Ed Center starting at 6:30 PM on the above date in order to hold a closed session. Mayor Saccomandi opened the meeting and read the following statement: In accordance with Section 5 of the Open Meetings Act, Chapter 231, Public Laws, 1975, be advised that notice of this meeting was made by posting on the Bulletin Board, Town Hall, and serving the officially designated newspapers, a notice stating that this meeting would take place at the Millburn Ed Center starting at 6:30 PM on March 3, 2026 in order to hold a closed session. Upon call of the roll, the following Committee members were recorded present: Michael Cohen, David Cosgrove, Frank Saccomandi IV, Jamie Serruto, and Ben Stoller. Also present: Alexander McDonald, Business Administrator; Omar Buckingham, Assistant Business Administrator; Christine Gatti, Municipal Clerk; Matt Laracy, Chief Financial Officer; and Jarrid Kantor, Township Attorney PUBLIC DISCUSSION Mayor Saccomandi asked if anyone had questions or comments and no one wished to be heard. RESOLUTION Mayor Saccomandi asked for a motion to approve Resolution 26-071 to enter into closed session, a motion was made by Committeeman Serruto to approve the resolution, seconded by Committeeman Stoller. Roll Call Vote: All Ayes RESOLUTION 26-071 RESOLUTION TO CLOSE SESSION WHEREAS, Section 8 of the Open Public Meetings Act, Chapter 231, P.L. 1975, permits the exclusion of the Public from a meeting under certain circumstances; and WHEREAS, this public body is of the opinion that such circumstances do exist; NOW, THEREFORE BE IT RESOLVED by the Township Committee of the Township of Millburn in the County of Essex, State of New Jersey, as follows: 1. The public shall be excluded from discussion of and action upon the hereinafter specified subject matters; The general nature of the subject matter to be discussed is as follows: Attorney Client Privilege Briefing – Various Updates; Pending Litigation/Attorney Client Privilege Briefing - Fair Share Housing and Contract Negotiations and Attorney Client Privilege Briefing – RPM Development Group and Litigation - Bear Properties vs. Millburn and Chai Center RLUIPA case; Property Acquisitions 2. The minutes of the discussions shall be made public as soon as the matters under discussion are no longer of a confidential or sensitive nature. ADJOURNMENT Committeeman Stoller made a motion to adjourn the special meeting which was seconded by Committeeman Serruto. The special meeting was adjourned at 6:59 PM.
